Jack Miner is the inaugural Vice President for Strategic Enrollment Management for the University of Minnesota System. Created in 2026, the new role creates an opportunity to coordinate strategy and operations for the five universities within the University of Minnesota System: Twin Cities, Morris, Rochester, Crookston, and Duluth.

Previously, had served as Vice Provost for Enrollment Management at the University of Cincinnati. During his 7 year tenure, the university grew more than 10,000 students with 55% of that growth being students of color. Jack’s final incoming freshman class grew by 1,000 students and was 40% first-generation students. Jack championed and launched the Bearcats Affordability Grant which guaranteed a tuition free college education to every Ohio student whose family makes less than $75,000 per year. Under Jack’s leadership, the University’s CPS Strong program strengthened the quality of the

education and experience provided within the Cincinnati Public Schools resulting in higher graduation rates, increased college going including increased enrollment and success at University of Cincinnati.

Prior to joining UC, Jack was with the Ohio State University for 28 years in-cluding serving as University Registrar and Executive Director of Enrollment Services.

Jack holds two degrees from Ohio State and in 2007, the university presented Jack with its highest honor, the Distinguished Alumni Award. Jack is one of only two people in the university’s 150-year history to receive the Outstanding Senior, Distinguished Alumni, and Distinguished Staff Award. In 2013, Ohio State honored Jack again with the launch of the Jack Miner Scholarship for Transgender Students. This scholarship, the first of its kind in the nation, was retired in 2025 based on Ohio SB 1 expectations. 

Jack serves as Director of the AACRAO SEM Conference. Jack previously served as President of the Board of Directors for the American Association of Collegiate Registrars and Admissions Officers (AACRAO). In addition to President, Jack has served as Vice President for Finance and Investments overseeing the purchase of AACRAO’s headquarters in DC and the growth of the organization’s investment portfolio to more than $10 million. Jack also served as both Chair and a member of the Annual Meeting Program Committee. 

During the Obama administration, Jack served as an advisor to the U.S. Department of Education on gender and gender identity. Jack has consulted with multiple state education systems and hundreds of colleges and universities on college access for

underrepresented students, gender and gender identity, college affordability, accreditation, records management, recruitment and retention, and management of intercollegiate athletics.

Jack serves as President of the Board of Directors of the Cincinnati Scholarship Foundation, as Board Treasurer for the Cincinnati Ballet, and on the Cincinnati Ballet Foundation Board of Directors.
